How to get there (from Cebu):
Taxi from JY Lahug to Pier 1 = Php 100.00
Pier 1 to Tubigon Port (45mins) = Php 220.00 (Class A with AC)
Tubigon Port to Tagbilaran Dao terminal (1hr) = Php 90.00 (AC V-hire)
Tagbilaran Dao terminal to Panglao Island (20mins) = Php 200.00/trip for 'habal-habal' or tricycle
Panglao back to Tagbilaran (20mins) = Php 11.00/each (Bus)
Tubigon route is the cheapest and neareast link to Bohol and Cebu City. I'm not sure about ticket reservation but we bought ours just 10 minutes before the departure right outside the pier, by the Panadero Bakery. Quite tricky, I know.
There's nothing much to see in this Eastern Bohol route going to Tagbilaran by the way. If you're expecting for a glimpse of the Chocolate Hills, take the Central Bohol route.
Dao terminal is right across Island City Mall, you can either transfer bus or hail a tricycle or "habal-habal" to get to Panglao, particularly in Dumaluan Beach Resort.

Entrance (day) : Php 25.00/each
(night 6PM) : Php 50.00/each
Cottage (day 8AM-6PM)) : Php 225.00 (good for 20 persons)
Tent (night 8PM-8AM) : Php 350.00 (good for 2 persons)

Tips and FYIs:
-V-hire terminal in Tagbilaran is called Dao Terminal.
-If you take a bus (either to and from Dumaluan), it will drop you off the highway which is 15 minutes-walk away from Dumaluan Resort entrance.
-We bought (from BQ Mall in Tagbilaran) and cooked our own food so it was way cheaper.
-Dumaluan Beach Resort is a public beach. Beside it is the famous Bohol Beach Club. You can take pictures of the beach but not at the beach. The place was strictly guarded for trespassers 24/7. No worries though, the beach and the water were no difference.
-Tricycle ride to Dao terminal is Php20.00 each from Panglao drop off. Better tell manong driver to drop you off at Island City Mall and take a short walk to the terminal for only Php 10.00. **I almost had a fist fight with the driver because of that. They will definitely not drop you off the terminal even though it was just right across... for some reason**
